Cook orzo according to package directions; drain.

In medium bowl, stir together orzo, 1 tablespoon basil, the cheese and oil; keep warm.

Prepare grill for medium heat. Soak 8 (8-inch) bamboo skewers in water 10 minutes.

Cut steak into 1 1/4-inch pieces. In large bowl, toss together beef, bell peppers, remaining 1 tablespoon basil, the dressing and garlic. Alternately thread beef and bell peppers onto skewers.

Grill kabobs, turning occasionally, 8 to 10 minutes for medium-rare to medium doneness. Serve with orzo.
